Rob Seaber asks questions of the PCT

Rob Seaber has written to the Primary Care Trust raising a number of issues regarding the “public consultation” on the future of the Conquest and Eastbourne DGH. He has kindly provided a list of the issues for us:

Information required regarding public consultation

(1) All data, which was used to calculate all the options, which were put forward for final appraisal. This will enable me to confirm the PCT figures, which will show that option 4 is the preference of the people of East Sussex (local voices local choices). NB. This request for information was confirmed on the evening 17th December – to enable to prepare for meeting on 20th December.

(2) The questions that I were not able to ask at the meeting on Thursday (20th December 2007):

    (a) Which of the non-executive directors who didn’t vote against the single site (those who voted against were Rhiannon Barker and Jack Barnes) have visited Eastbourne & Hastings maternity units in 2007?

    (b) Which of the non-executive directors who didn’t vote against the single site (those who voted against were Rhiannon Barker and Jack Barnes) attended any 1 of the 4 public consultation meetings held in Eastbourne or Hastings?

(3) On page 31 of the key trends analysis there is a chart which shows ‘Average importance of criteria on a scale of 1 –10)’ – please can you send me all the information you have on this, including any background information e.g. Who they represent, the no. of people they represent, age, where they live, sex and ethnic group, and any comment they made about consultation.

(4) I note in the minutes of the joint PCTs held at Uckfield on 16th March 2007, ‘Rhiannon Barker (Non exec) asked if any work was being undertaken to seek the views of women of child bearing age and that simple questions could be asked in order to provide hard data. The boards were told that a survey of 5000 women was undertaken across Sussex two years ago and that it showed that choice was a key importance to women. Lisa Compton (PCT exec) agreed to investigate if a survey would be possible to further strengthen the database.’

Please can you tell me:

    (a) Whether this survey was carried out?

    (b)  The results of this survey, and

    (c) What weighting this was given in the final outcome of choosing option 4 as the preferable choice for women of East Sussex?

(5) I note that many executives at the meeting on Thursday kept repeating that Hastings has 5 times more deprivation than else where in the county, I was curious about this as the week before Nick Yeo was on TV saying that it was 4 times. Even though this statistic isn’t wholly useful, (The PCT has sent me data over the last 7 years which shows that Eastbourne across the board has had more consultant interventions than the Conquest). Please can the data and source of data be provided?

(6) Please can the no. of births at the DGH, Conquest, Crowborough and Home births be provided for 2007? (I realise that this can not be answered until 1st Jan 2008)

(7) The only time I have previously requested any information, the PCT broke the Freedom of Information Act was : See email below

    Four days on and still I have had no response from the Trust, nor received the information I requested.

    Because of this I wish to make a formal complaint, please can you let me know if the Trust has a complaint procedure for dealing with Freedom of Information requests?

NB. I eventually received the information on the 11th July. If you provide all the answers to my questions above I will drop this complaint.
